Augustus and Tiberius were Caesars - emperors of the Roman Empire, not kings. The difference being that they maintained the semblance of accountability to a governing body. In the context of the time in Israel, a king was an absolute ruler answerable to no one. The client ruler of Israel when Christ was crucified was Herod Antipater - often called Herod Antipas - one of the sons of Herod the Great. While Augustus didn't officially designate him king, he did have absolute authority in the region of Israel over which he ruled, and is often referred to as king in the New Testament.
