The Hebrews believed that God made the Earth and Man and assigned people to the various areas around the globe. The Hebrews believed that the whole of the Earth, not just the Promised Land, was God's and His to do with as He saw fit... including taking it away from the Canaanites and giving it to the Hebrews... which is what Abraham had been promised.

Essentially the "Promised Land" was the land of the Canaanites, but its extent varied in different parts of the Bible. At its most ambitious, the Bible described it as all the land from the Nile River to the Euphrates River. Another description of the Promised Land was that land that could be seen when looking across the Jordan River from the top of a mountain east of the River.

The "spies narrative" in Exodus also suggests that, for the early people of Judah, the Promised Land was no greater in size than the kingdom of Judah itself, a small enclave surrounding the city of Jerusalem.
