The format of the Talmud is the record of legal and religious discussions among hundreds of ancient rabbis and scholars. The quotations of passages from the Torah, Prophets, Mishnah, etc., are Hebrew. Most of the transcribed 'discussion' is in Aramaic.
The Talmud contains the Mishna (relatively brief paragraphs of law) in Hebrew, and Gemara (explanations of the Mishna) in Aramaic and Hebrew. The two languages are closely related.
