Chester A. Arthur never ran for President. As Vice-President, he took over the Presidency when President James Garfield died, a couple of months after being shot. Due to poor health, Arthur did not seek the Republican Presidential nomination for the 1884 election, so it went the James Blaine (I think he had been Secretary of State). Blane just barely lost to Grover Cleveland.

The Half-breeds wanted political reform and civil-service to replace patronage and got James Garfield nomininated for President. Once Arthur became President, he virtually deserted the Stalwarts and worked for civil service reform, which cost him the nomination for president 4 years later.
