The 1.6 liter 4 cylinder , has a timing belt , and IS an interference engine The 2.0 liter 4 cylinder , has a timing chain , and I don't know if it is or isn't an interference engine

I know of no vehicle where the engine has to be removed to change a timing belt.
The 1997 Buick Park Avenue does not have a timing belt. It has a timing chain.
If the timing belt is broken the vehicle will not start.
Give more info., did previous timing belt fail?
If it has not failed yet then you need to take the cover off and inspect it for cracks and such. If it has failed there will be no compression, the engine will not run and the camshaft timing will be way out.
Sorry but I must be blunt here. If you do not know where the timing belt is, then you have no business trying to replace it. This is an interference engine. Install the timing belt incorrectly on this engine and when you start it, you will have engine damage. Take it to a professional for the belt replacement. Also replace the water pump at the same time to save yourself labor costs down the road.
Remove the timing belt cover and inspect the belt or change it every 90K miles.
