They may say they operate for employee interests, but it's much bigger than common folks. In medical areas, interest groups fight to keep medical reimbursements (payments) at a profitable level or to keep or get more research monies. All these do trickle down to common folks, but still, the interest group is more interested in the macro level of economics rather than the micro level that affects ordinary citizens.

The question is very broad. Obviously, if we are talking about the level of interest in a particular product, for example, a new movie, the level of interest is sales. If people are interested in higher education, then a measure of this can be enrollment. Attendence at an activity is another direct measure. Surveys are an additional means of measuring interest, but it can be difficult to assess. One can ask the questions, such as "Which subjects in school do you find most interesting?" or "Do you contribute to charitable organizations?" that will provide some measure of people's level of interest in certain areas. For example, if you found that many people contribute money to groups concerned with environmental issues, you could conclude that the level of interest is high for these causes.
