The League of Nations response to the Japanese expansion of 1933 was initially to help China as they declared Japan the aggressor in the situation. Ultimately Japan ended up leaving the League and keeping their troops where they were.

During the League of Nations the major powers got together to share their ideas about how to keep every one safe and to keep others from rising to power and abusing it like Adolf Hitler did.

The League of Nations lacked its own army and relied on the Great Powers for the enforcement of economic sanctions as well as to provide armed forces when needed. The problem was that sometimes the Great Powers were reluctant to do so for various reasons and this rendered the League of Nations powerless and without recourse.

Following WWI, President Woodrow Wilson - in an effort to avoid another world war - suggested the League of Nations: a forum through which the world's powers could discuss matters and provide assistance to threatened nations. Ideally, the world would approach a status of peace. However, the League was inefficient, with state actors lacking incentive to assist those threatened nations. To that end, Wilson neglected those Powers in the US Constitution that are granted to Congress. Among those are the rights to make treaties and declare war. Thus, the US could not join the League of Nations, a committe that would eventually be terminated and replaced by the United Nations.
Early in the Allies discussions about the structure of the League of Nations, France and England had to resolve a major point of disagreement. What needed to be determined was whether the League should be a policeman or a conciliator.Being that the League lacked enforcement powers and had no machinery for collective security, the good will of all of its members had to be what tied the League together.
