Most believed that Gorbachev realized that trying to keep up with the US Military in an arms race was costing the Soviet Union too much money.
do you mean Glasnost? if so, it was introduced in soviet russia in 1988 by a man called Mikhail Gorbachev (who played a major role in ending the Cold War)
He offered citizens more personal freedoms, resulting in widespread protests that weakened communist countries.
The president of the Soviet Union as Russia was then known in the year 1969 was Mr Breshnev.
The Soviet Union really started to change in 1985 Mikhail Gorbachev was elected as the General Secretary of the Communist Party. Since the Russian revolutions in 1917, the Soviet Union, a communist country, was born. Individuals were ruled by a row of dictators who disallowed the very freedoms of democracy including; the right to free speech; the right of a free press; the right to assemble; and the right of religion. The Economy was socialized as the government dictated what is needed and where it was needed. Mikhail came into a very stagnant economy where many Russians were literally "drunk." He knew in order to change the economy, he also had to change the political climate, and the freedoms needed to run a market economy. His bold plan started in 1987. He dismantled the Soviet Union, as one nation after another declared it's independence from the Soviet Union either peacefully or through violent succession. In 1990, Gorbachev was awarded the Nobel Peace Prize for ending the "Cold War" between the Soviet Union and the western nations. In 1991, the only part of the Soviet Union to rule was Russia. It held it's first free elections where a populist named Boris Yeltsin (1931-2007) became the first democratically elected President under the new name of the country "The Russian Federation." He was President from 1991-1999.
It began the process of ending the Cold War

December 25, 1991 is the day Gorbachev resigned and the Soviet Union basically ceased to exist, thus ending the Cold War. Of course, this date is debatable.
Answer this question…Reagan refers to some of the results of perestroika and glasnost in the Soviet Union.
Gorbachev is given credit for ending the Iron Curtain.
He was the Premier of the once USSR/United Socialist Soviet Republic, better know back in the 80's as "Russia", that was directly involved with the end of the "Cold War". He was very instrumental, along with President Reagan of the USA and many others with ending the post World War 2 boundaries the severed Eastern Germany from Western Germany..... Also he betrayed the S.U people. He was a weak and mercenary leader and everyone hates him for that. Now he lives in London and makes money from food called in honor with him: pizza, vodka "Gorbachevka" and so on.
