Each city-state had its own land, government, army, history and traditions. While they thought of themselves as Hellenes, they jut didn't want to give up their independence to some other city or ruler over whom they had no control, just as countries today don't want to. With good reason - the European Union today is a good example of the perils and risks of handing yourself over to an external alien bureaucracy - politically, economically and culturally.
