A constitutional government is a government whose rules and policies are limited by a constitution. A constitution is a written document that describes the rules and principles of a political entity.
Thomas Hobbes John Locke
The Declaration and the Constitution, together, address mankind's most basic political questions. Resting on a firm moral foundation, they articulate the first principles of political organization. Thus, they were meant to serve not merely the 18th century but generations to come, which would face those same basic questions, whatever their particular circumstances, whatever their state of material progress. Because the principles the Founders articulated transcend both time and technology, they will serve us well as we move through the 21st century, if only we understand them correctly and apply them well.

It is possible to follow generally established principles of pedagogy without necessarily having a constitution for a school. If it is a private school, it would also be governed by principles of business administration. Lots of people run businesses without having a constitution for their business. And if it is a public school, then it is run by a political entity which has its own constitution.
British political philosopher Edmund Burke (1729-1797)

A constitution is a system for government - often codified as a written document - that establishes the rules and principles of an autonomous political entity. In the case of countries, this term refers specifically to a national constitution defining the fundamental political principles, and establishing the structure, procedures, powers and duties, of a government. Most national constitutions also guarantee certain rights to the people. The term constitution can be applied to any overall law that defines the functioning of a government, including several historical constitutions that existed before the development of modern national constitutions.
The Constitution is congruent with the Declaration of Independence in serving as the body and letter to which the Declaration is the thought and the spirit. Both documents were based on the same political and societal principles in denying absolute authority for government.
