I have a 2000 chevy malibu and when i drive the car the car will just shut down and then i have to hit the gas tank to make it work and run again and sometimes after this car will drive for an other hour and then it will do it again! You did not say what year it is are what it is, So I can't help you like I would like to. But you need to start with the fuel pump relay and the fuse for the fuel pump. If I knew what you were working on I would tell you where that stuff is. NEUTZ.
Disconnect fuel line from pump and start car...if it spits gas out, its working,if no fuel spits out, chances are fuel pump is not pumping fuel.
Check your fuel pump. It is an internal fuel pump in the tank. When you run a vehicle below a quarter of tank that has an electric fuel puel pump you can burn up the fuel pump. Check the fuel line and bleed any air that might be in the system. Check your fuel shut down sylinoid to make sure it is not open and preventing your pump from working. If your fuel pump is working you need to check the fuel pressure to make sure you have enough pressure going to the injectors. If you do not have enough fuel pressure, the injectors will not let the fuel get past and it will not start. If your fuel pressure is good, then you will need to check your injectors and make sure they are not clogged.

yes, the purpose of the relay is to signal the pump to turn on and off, if its not working at all the fuel pump will not turn on.

Replace the fuel filter. If you hear the pump running and it still will not start you need to test the fuel pressure to see if the pump is working as it should. If you do not hear the pump, check the fuse and fuel pump relay.
Check to make sure that the pump is getting power to the Neon fuel pump. Check the pump relay, and the pump fuses.
Bad fuel pump or fuel pump relay. Maybe a bad fuel pressure regulator. You need to determine if the fuel pump is working.
