Urbanity is a characteristic of civilization. Cultures without towns/cities are not regarded as civilizations. They are tribal pre-civilizations. This definition is Western but it seems to have universal substance. Were Australian Aborogines and Northern Eskimos civilized? Depends who is answering the question.
