Once a flat spot begins to develop it will continue to develop even if corrective action is taken. The kind of damage you mention is usually caused by a shock absorber that is bad. That's why I mentioned the first part. I can't tell you how many times I have come across this and had the driver tell me that the shocks are new. Doesn't matter. Once the wear starts that pattern will continue to get worse. That is why I always recommend putting new shocks on when replacing the steer tires. Having flat spots

They are played with short mallets that have rubber ends on them. When the pans are made, the craftsman beats out various flat spots to make the pitches. The player taps the mallet on these flat spots.
Could be several things. Hard to steer makes me think of failed power steering or flat tires, while rattling suspension is more likely due a failed joint in the steering linkage or a worn out bushing in the suspension. One really has to get in underneath the car and have a look.
Bias ply tires get a flat spot from sitting but I have yet to see a radial tire do that.
Many mechanical and electrical items could be the cause. Even a flat, or almost flat, tire can cause a problem. Check the steering fluid as well.

Having the right tools and patience is needed. First you need something thin enough to slide between each dial with no resistance. You want it loose enough so you can feel for the flat spots.
