You can visit TroyBilts' website to download a manual for your machine. Alternately, simply remove the deck and have a look, it should be obvious what you will need to disconnect to replace the belt.
They do not stretch. What happens is they wear and become loose giving the perception that they have stretched.
The belt is too loose. Replace it or adjust the idler.
There are two belts on the 2146. One is the drive belt (PTO) from the engine to the mower deck. A second belt is used on the deck itself to transfer energy from the main deck pulley to the two cutting blades. Neither belt is intended to be tightened by the user. Both use a spring to hold tension on the belts. When they get loose, to the point that the springs cannot compnsate, they must be replaced. The belts are easily replaced. The tension on the main belt is released by means of alever ont he mower deck. The smaller transfer belt can be replaced by just man-handling it into place, or you can choose to pop the tensioning spring loose, instead, if desired.
