The belt is too loose. Replace it or adjust the idler.

The blade on that side may be dull or bent due to hitting something. Could also be that the mower deck is not level, or a tire on the opposite side may be low.
The deck on a lawn mower is the shaped metal shroud that keeps the spinning blade(s) from being exposed to the user during operation. Many manufactures use the shape of the deck to create a mild vacuum that draws the blades of grass up toward the mower blade(s). After mowing the lawn, some grass will be stuck on the underside of the deck. If the lawn is somewhat long and wet, the grass will build up on the inner surface of the deck to a point where only the blade(s) have clearance. This stops the deck shape from performing its designed function. Deck cleanout is performed while the mower is NOT running. Turn the mower on its side and scrape the excess grass from out of the underside of the deck.
The STX-38 should have an electric clutch for the mower deck. The switch to engage it is on the right rear fender. It is a toggle switch. You will have to pull up on the switch and forward to engage the blades.

I changed the blade belt on my Murray mower. Now one blade stops and goes. If I lower the deck the blade stop . What did I do wrong?

There is a yellow wire under the seat on my 14.5 HP Murray 42'' deck mower, and plug it in or don't that's where all killswitches are on a Murray lawnmower and pretty sure they still are today.
