An intermediate rider has some riding experience. They are no longer a beginner, but not yet an advanced rider. In some styles of riding a beginner is called a Novice, then Intermediate, then Advanced (the highest level)

It means the horse is suited to an intermediate rider. A beginning rider probably would not have enough experince to handle the horse and the horse may be too sedate or lack the refinement for an expert rider.
An intermediate horse is one that requires a more experienced rider or trainer to handle and ride him, because he may still be a little green under the saddle, and/or require training to become a better all-around-riding horse. Intermediate horses are not for beginners. Some people are fine with them, but you need a few years of background.

Because good aerodynamics makes them go faster, which lets their riders win more races. Good aerodynamics makes it possible for the rider to go faster. The faster the rider can get, the better his chances of winning the race.
