Manga always works best with graphite. You cannot use markers to shadow or outline the figure. It possible for some markers (not sure which ones) but most of them are not. If you want to draw manga on the computer it is possible but if it's on paper, I highly recommend drawing it using a pencil. If you don't want to use graphite search some special markers on Wikipedia or an ART site. I'm sure they will have something suitable.
Copic markers are a popular choice for drawing manga due to their blendability and range of colors. Sakura Pigma Micron pens are great for outlining and adding detail to manga drawings. Additionally, Prismacolor colored pencils are useful for adding texture and shading to manga illustrations.

Sumo paint would be a good one. its not necessarily a manga website, but has all different types of drawings. sumo paint has its own drawing application too! Another good one is deviantart.

Not really. It depends on what your perception of manga is.
Shoujo, Yaoi, Seinen, Yuri, etc. But it all depends on the type of manga story you will be drawing. For example, if you happen to be drawing a Shoujo type manga story then you will have to be more detailed especially in expressions.
A popular drawing style would be the Japanese cartoon style called Manga.
Well you can check by drawing a little dot and let it dry. If it comes off, you're good.
