It means there's some fault code. Narrowing it down, you'd need to check to see what code it flashes at you. Key in the on position, diagnostic or cruise control switch on, hold your Set-Accel/Hold-Deccel switch and count the blinks on the check engine light... it should blink a three digit code at you... the number of times the check engine light blinks is the number, then a pause, then it blinks another number, then a pause, then it blinks another number.

Cummins 360 ?? I'm assuming you are talking about the Cummins 5.9L, like in a Dodge pickup. When you pop the hood, look at the left (passenger) side up against the firewall. Look for the yellow cap that says "Engine coolant only."
