The SONY PSP doesn't necessarily need a Memory Card to function. And by function i mean to play a game or use the Internet but up to now SONY PSP's are sold with no internal memory which means if you want to have Pictures, Videos, Music, and save game data you need to have a memory card. So basically you need the memory card if you want to use the PSP to its intended use.

Yes, But you must Format the memory card. You can do this by inserting it in the PSP then go to Settings/ System Settings/ Format Memory Stick This will delete everything on the memory card and make folders for the PSP. Basically it formats it so that the PSP knows where everything is such as MUSIC, VIDEOS, or PICTURES. Again it will work at no risk. But I'm warning you it will delete everything on the memory card so if it's your camera's memory card you might want to transfer the Files to another storage device or computer.
I believe a 16 gigabyte memory card is the highest memory limit. Though, I believe your PSP needs to have a somewhat recent update in order to use these bigger sized memory cards.

No, the PSVita uses PSVita Memory Cards, they are about the size of Micro SD cards. They do not support Sony's Memory Stick Pro, that you would use in a PSP.
