In case if you encounter a Blissey or a Dusclops that knows Double Team, Aerial Ace definitely outvalues Fly. Or, you can time the following just right: if your foe prepares a 2-turn move like Solarbeam or Sky Attack, you can use Fly for a sweet Dodge-and-counter.
Steel Wing covers Pidgeot's weakness against Rock, though most Rock Pokémon have high defense, so that foe still has an advantage over Pidgeot. Still, Steel Wing is the best Pidgeot can use in this case.
Facade is a standard Normal Atk move plus STAB. Since Pidgeot is capable of being paralyzed, poisoned, or burned, if you're lucky, Pidgeot's Facade'll get an extra bonus.
