That all depended on the rear gearing, but 9 to 10 MPG was typical on the hemi.
GAS wise. its great, you can get up to 20 mpg on the highway. 15 in the city.

I have a 2005 with a hemi and I get between 17-18.5 mpg. So I get somewhere around 400 miles to the tank give or take.

The cruise is fed by the engine computer. If the engine runs, the fuse is not blown.
There won't be a relay for the ignition. You may have a "blown" fuse.
It depends on which engine you have in the 1970 Challenger. If you had the 318ci, you could expect to get 11 - 14 mpg. With the 426ci hemi or the 440ci six pack, you could expect 6 - 10 mpg, depending on how hard you drove it.
