I don't know about Minnesota specifically but there is a general principle that the property must be maintained in a "habitable" state.

In specifics, that means no pest infestations, no damage creating safety violations, things like that.

A landlord cannot require you to bring it to a better state than it was in when you moved in (the law in California at least).

So if the kitchen and windows were dirty when you moved in, you can leave them in a comparable state and they cannot charge you out of your security deposit.

For your protection, inform the landlord in writing and take pictures.

Who should pay deductible from my renters insurance on APT rental due to water pipe burst Landlord or Tenant?

Regardless of the situation: renter, landlord, apartment building or condominium situation, the first priority is to address the clean-up. Then, phone your broker and turn the issue over to your broker, who will collect all the insurance participants to decide who pays for the clean-up. (Clean-up and paying for clean-up may be separate issues.) The insurance stakeholders will determine whose deductible is due.

Is lanlord required to replace carpet before new tenant moves in if it has odors rips and outragious stains?

Yes under these conditions. If I was a prospective renter and the landlord wouldn't clean or repair a damaged carpet. I would rent some place else.

Who is responsible for the clean up of a tree that fell in the yard the renter or tenant?

The people who actually own the house should be responsible for the cleanup of the tree as long as the tenants had nothing to do with it falling down. Sometimes a landlord will reduce a tenants rent if they handle things that are the landlords responsibility.

Who is responsible for cleaning a rental after the renter moves out?

Generally the renter is to clean the property before leaving. Otherwise the cleaning and rental deposits would be used to pay for cleaning.

Who is responsible for lawn maintenance landlord or tenant?

If mowing or gardening is not in your signed rental contract, then it's up to the renter to keep the yard clean and mowed. If you live in an apartment or condo then it's directly up to the Maintenance person of that building.

Does a landlord have the right to clean your apt when you are away?

The answer this is absolutely positively no. A landlord has no right to enter into a rented unit unless their are exigent circumstances such as fire, flood, gas leaks, posted 24-48 hour notices, of signs of visible medical problems such as an unconscious person lying on the floor. Should a landlord enter a rented unit without the permission of the renter, he can be criminally and civilly punished. It's also grounds to terminate the lease agreement and demand a full security deposit back. However, it's not common for landlords to enter rented units with the sole intention of cleaning. Their goal is collect rent, not clean your apartment. If they did clean your apartment, you're right to feel violated but also think about the good that came out of having a clean apartment on someone Else's time and money.

I suggest searching google for your+rights+as+a+renter Add the state you live in to the search, and you should find the most relevant answers. You might want to consider one of these books. "Renters' Rights (Quick & legal)" by Janet Portman, Marcia Stewart and "Every Tenant's Legal Guide" by Janet Portman, Marcia Stewart.AnswerIn general, you should have a safe, clean place to live in return for paying rent. Appliances should work, plumbing should be reliable, electric/gas should work, there should not be any mold, bedbugs and other pests should be managed, and so on. You also have to obey rules - number of people, pets, noise level - as written in the lease. Keep copies of checks or moneyorders you pay to the landlord - never use cash. Take pictures of the apartment as you move into it. Then, if something happens you have recourse. When you move out, make sure you get an in-person inspection.
