The USSR. Japan had fought Tsarist Russia in 1904-1905; then again (Soviet Union) in 1939, at Nomonhan.
Japan was beaten in the Battle of Khalkhin Gol, but the advent of the Soviet war with Germany meant that Japan would commit most of its forces to the rest of the western Pacific.
