I suppose you could say the Germany had the first primitive rail road in 1550 but they were actually called wagon ways, they had slats of wood over the road so that horse drawn wagons could move easier on them than on the earth.

By 1776 the wood had given way to iron on both the road and wheel and had spread across Europe; They were now referred to as tramways and where still powered by horses.

In 1803 a man named Samuel Homfray funded the development of a steam powered engine to replace horses. In 1804 the first steam locomotive, built by Richard Trevithick, pulled a load of 10 tons of iron, 70 men and five extra wagons the 9 miles between the ironworks at Pen-y-Darron in the town of Merthyr Tydfil, Wales.

But these were still road ways and not true rail roads as we know them.

George Stephen is deemed the father of the Train for use on railways he built the Rocket with his son Robert during 1826-1829 in England.
