The European Coal and Steel Community was formed by the nations of Belgium, France, Germany, Italy, Luxembourg, and the Netherlands in 1952. The idea of an international European organization was created by French foreign minister Robert Schuman, who wanted to create an organization with France and Germany to prevent a future war between the two nations. His goal was to make war practically impossible. The Treaty of Paris (1951) was then created for France and Germany and established a supranational organization. However, the Benelux countries (Belgium, Netherlands, and Luxembourg) and Italy also got in on the deal and signed the treaty as well. The European Coal and Steel Community created a common market for coal and steel and eventually added more powers. The first supranational organization had been created and would eventually morph into the European Union, the most powerful economical entity on the planet.

Monnett the man who came up with the idea declared his aim was to 'make war not only unthinkable but materially impossible.' The means to do so, Europe's first supranational community, was formally established by the treaty of Paris in 1951 it was not only signed by France and west Germany but also Italy and the Benelux states Belgium, Luxembourg and the Netherlands. Between these states the ECSC would create a commen market for coal and steel.

Not really. Although the Benelux Union was formed in 1944, it was not until 1955 that supranationalism was present, when a Benelux Parliament was formed. The European Coal and Steel Community was formed in 1952. When the ECSC was formed, it had several aims, one of which was to become the first supranational organization in the world, which it did, as the Benelux Union was not yet supranational.
