In WWI:
The British empire, the French empire and Russia to start with. Italy was with the alliance with Germany and Austria-Hungary but swapped sides in 1915.
Lots of other countries joined the Entente against Germany and the other Central powers. E.g. Japan, Portugal, and at the end USA, but Russia dropped out with a separate peace in early 1918.
In WWII:
The British commonwealth, plus the Free French under de Gaulle, in contrast to the French government in Vichy with many colonies that collaborated with Hitler. After Germany invaded the Soviet Union, then the Russians swapped sides. Lots of smaller countries belonged to the allied side, but were occupied by the Axis, and couldn't fight for a long time.
United States had declared neutrality in 1939 and didn't join WWII until Germany declared war on the USA as a response on the US and British war declaration on Japan in December 1941. Before that, the Asian and European wars were separate developments.
Also Brazil declared war and sent troops to Europe against the Axis.
From 1943 Italy changed government and joined the allies.
From 1944 other countries like Finland and formerly occupied states e.g. in the Balkans fought the German troops.
"The big 3" that discussed peace conditions etc, were the leaders of Britain, USSR and USA, and the 4 post-war occupation armies included France.
The war was fought primarily (though not exclusively) in Germany and at various points involved most of the countries of Europe. Naval warfare also reached overseas and shaped the colonial formation of future nations.
Britain & France fought against Germany in WW1 & WW2. I think it might be difficult to find a way of establishing that Britain & France caused War in Europe.
People of all nationalities really, if that is what you meant. Of course germans themselves fought against the holocaust too. Monetarily? They didn't pay reparations to any of the allied nations that fought against them. But if you're speaking of the price they "payed" for trying to take over Europe... Germany was forced to divide their land and give it to the nations they fought against.
