What needs would have to be met for an aquarium to be a habitat for tropical fish?

This is a very big question and can take up volumes of pages. A quick answer is provided, but you need to do what all successful Aquarist do, research and study.
To keep an aquarium you must understand the following:
- Have your aquarium go through the Nitrogen Cycle
- Replace 10% of your water every week.
- Do not over feed your fish.
- Monitor your tank for ammonia, nitrites, nitrates, pH weekly.
- Keep live plants.
- Rinse everything with warm water before you put it in your aquarium.
- Monitor your fish for any abnormalities.
- Give them 12 hours of light and dark.
This is just the basics. You need to research each item to fully understand how to keep an aquarium. Over 75% of people who start aquariums fail because they do not take the time to understand how to keep an aquarium.

When setting up an aquarium we must allways try and simulate the fish's natural environment as best as possible. If a fish is found in water with a PH range of 6.0 - 7.0 that will be the range we would try and keep with-in an aquarium. IF you are talking about in an aquarium: snail would close up into its shell and live for a few days then die. In the wild: they would move to new environment, some would die.
