The internet needs technical standards to be able to operate smoothly. The basis of global interconnectability lies in the assigning of codes and IP addresses. For a while this was managed by a governing body that was elected from the general internet community. Now it is in the hands of ICANN, or Internet Corporation for Assigned Names and Numbers, which is a non-governmental "third party" organization in the US. By being there, it is answerable to the US Department of Commerce and is exposed to possible interventions from the part of the US government, as was in the case of the killing off of the proposed .xxx top-level domain during the Bush administration. There are suggestions that ICANN should operate under the auspices of the United Nations.
