The handbrake is ajusted in two ways. Firstly it has rear handbrake drums which can be adjusted. Secondly remove the armreast console from around the handbrake lever and there is an ajustment nut here as well.
I dont know much about hondas but the handbrake should connect to the rear brakes inspect the area underneath you're prelude to see where it goes and see if the cable is broken or is it is connected etc.

You will need to loosen the top nut and then turn the bottom nut to adjust the handbrake. The handbrake should be adjusted so that it holds the car when clicked 4-7 times.
