... There is no carburetor in a '01 Buick... the last Buick to use a carburetor was in 1990. If you are talking about the throttle body, however, there is a butterfly valve inside, but the only way to get to it is to remove the throttle body.
There may be but in most cases the throttle body sticks from carbon deposits built up. Try spraying throttle body cleaner down the throat and around the throttle butterfly.
The tps is on the driver's side of the throttle body. The throttle body is mounted to the front of the intake, and has a cable going to it from the throttle pedal. When you push the pedal down the cable opens the valve inside the body.

Check for a vacuum leak or sticking butterfly valve at the throttle body, or possibly a sticking throttle linkage or throttle cable.
It is located on the outside of the throttle body in line with the butterfly. Remove the air intake from the throttle body and it will be accessable on the back side of the throttle body. Easier to work on if you remove the throttle body. Easier to clean it too.
The throttle position sensor is a device that signals the position of the butterfly valve of the throttle body. The throttle body is the part that is between the air intake and the intake manifold. Disconnect the air intake from the throttle body then have someone press the accelerator pedal. Watch the butterfly valve open and close as your assistant presses down and lets up on the pedal and you should see the butterfly valve moving. On the end of the rod that passes through the butterfly valve should be a sensor that detects the position of the butterfly valve. THAT is the TPS. There will be an electrical connector.
There isn't a separate IAC motor. The electriconic throttle body assembly has a built in motor that opens and closes the throttle plate. The throttle body is not repairable, it must be replaced.
It is called a Throttle Position Sensor (TPS), and is located on the throttle body butterfly cross shaft opposite the throttle cable cam.
Purchase a can of Throttle body spray cleaner. Be sure it is sensor safe. Clean all the throttle linkage, and then clean inside the throttle body, making sure you clean the butterfly throughly.
