The next closely related organelle is the Golgi Complex or Apparatus.

The Golgi Complex is an organelle that modifies, packages, and transports material out of the Cell by using vesicles ( small membrane sacs or "packages" ). Nevertheless, the Nucleus, I believe, is what actually controls the Golgi Complex (and thus regulates what goes out). The problem with this is that the Golgi Complex has no power whatsoever to regulate what goes in.

So your best bet is The Cell Membrane. To give an excuse supporting this answer, you can think of the Cell Membrane as the Skin of the cell. Skin in humans is consider an organ, thus, Cell membranes could be considered Organelles.
