Who is paying for the school? Is it a scholarship or a relative? As long as it is not the person required to pay child support it really doesn't matter. The child still needs clothes, uniforms, health insurance, all sorts of things. Sorry, you don't get out of paying child support based on where the kid goes to school.
The child can not stop the child support because the support goes to his parent. The parent paying can get the agreement changed at the courts.
If the parents share legal custody of the child the custodial parent is required to notify the school that the other parent lives outside the home and provide his contact information so that the school can send him copies of important information. It is the non custodial parents responsibilty to request that information be sent to them. You are not required to submit a summary of everything that goes on at your child's school, but you should answer any questions he asks and make sure that he is aware of important events such as games that your child will be in and school plays, just in case the school doesn't notify him of everything.
Of course. Unless the non-custodial parent takes sole custody, the non-custodial parent is still responsible for paying child support to whomever the child goes to. There is no reason the death of a parent should terminate the other parent's child support obligation.

In the elementary school setting a teacher turns in a form to the school called a student study team form. This form asks questions of the teacher why he/she thinks this child needs help and the teacher collects samples of work from the student as well as giving info from the child's records. The team meets. It is made up of an administrator, special ed teacher, teacher, and psychologist. If the team decides that there is a problem it goes to the next step. The parent is contacted asking for a meeting to explain that there could be a problem and asking for testing permission. If the parent gives their permission, then, testing and observation of the child will start. There is a time limit on this. The next step is a meeting with the parent on the results and an IEP is written. The IEP is an Individual lesson plan for the child to fit the needs of the child. It may include behavioral things, special accommodations for the child, and what the child should or needs to learn. The parent, the teacher, special ed teacher, psychologist, and administrator all sign the form. The parent is given a copy of their rights as a parent in this process. The IEP is in effect for the school year and will be reviewed to see if the needs of the child has been met and if the child still needs services. Through this entire process the parent can also choose to have an advocate with them to explain the process and make sure that the parent's rights are being met.
The money is intended to help the custodial parent defray the costs of raising the child and providing a home so it is given to the parent. Child support can be used to help with rent, mortgage, college expenses, insurance, utilities, food, phone, internet, computers, medical care, clothing, education expenses, recreation expenses, after school program expenses, school supplies, haircuts, shoes, holiday gifts for the child, babysitters, spending money for the child, vacations, etc.
