The first Article of the Constitution created the Legislative branch in government, who are the people that create the laws, other wise known as Congress.
Unfortunately, it goes a bit deeper then this. Checks and Balances were also created by the U.S. Constitution in order to insure one branch of government didn't become to powerful. For example, if Congress passes a law that.. pie is no longer legal, and it passed through the House and Senate, it would be sent to the President of the United States, who is the head of the Executive Branch. He has the option to do 3 things, sign the bill, passing it. Veto the bill, which means refusing to sign it, or to pigeonhole it, a term that means to basically ignore the bill, and after one week of ignoring it the bill becomes law withoutPresidential signature. You may be asking why he would want to do the third? It is because this way the president still gets it passed if he wants it, but he's not held responsible for the bill if it turns out bad, because he technically never signed it.
If he Vito's the bill, congress may also override his veto with a 2/3rds vote, which doesn't happen often due to the democratic and republican split.

This is not is in the constitution. The constitution gives Congress the power to restrict immigration. The president has the power and the duty to enforce immigration laws passed by Congress. I can not tell you exactly what the immigration laws are, but actions of the president concerning immigration must be based on immigration laws. If not, federal courts can rule them void and disallow them.
