From what I can find the Republican party controlled both houses of Congress from 2002 through 2006. In the 2006 elections, Democrats took a small majority of 51-49 in the senate and 233-202 in the House of Representatives which they held for the two years leading up to the 2008 election. The Republicans lost control of the Senate in 2001 by one vote due to Sanders of Vt switching to Independent caucusing with the Democrats. Yes, First Lady Hillary Clinton personally led the fight for it. It was defeated by Congress (which was controlled by his own party) in 1994 and it was terribly unpopular with the public, much like Obamacare. The 1994 election saw Republicans sweep across all districts and races across the country with the GOP Revolution of 1994 and gave them control of Congress which they kept up they were defeated in 2006.
