When the Moon is at Full and at Dark (New), tides are strongest. These are called "spring" tides. When the Moon is at First and Last Quarter, the tides are weakest. These are called "neap" tides.

The reason is that the Solar tides are either added to, or subtracted from, the Lunar tides.
