Most people would think it was just the second quarter moon, but actually it is called a Gibbous moon, which is when the moon is waxing between a first-quarter moon and a full moon. It's actually not my own words, so if you want to know the actual researcher her name is Gail Gibbons. In my own words I would say that it is called a Gibbous moon when it is between a fit quarter moon and a full moon. It would be the opposite. If we went to the moon when it was full, we would look back at an earth in shadow (a `new earth`) If we went to the moon when it was new, then it would be between us and the sun, so we would look back at a full earth. For a waxing gibbous from earth, the earth would be a waning crescent from the moon.
Between full moon and third quarter is called "waning gibbous."
This lesson is called Moon Talk. Ok. What I think the answer would be to waxing gibbous is: More than a quarter of the moon is visible, and visible portion is becoming smaller as the moon moves toward the third quarter phase.

If we start with the new moon, the second week of the cycle would be the "waxing gibbous" phases. The visible face of the Moon would somewhat more than half illuminated, but not yet full, and the illuminated percentage would be increasing.
