You can use image editing/viewing programs. They can be free (GIMP, Irfanview, Google Picasa, MSPaint) or commercial (Photoshop). Their weakness is the complex interface for this relatively simple task and the more or less their poor support for converting a lot of images in one operation.
A better option is to use dedicated image converters (free or paid). They are created for photo/image conversion and are (typically) simple to use. As the name says, these tools are also used to convert images from one format to another (for example from tif to jpeg or bitmap). Since these are tools shaped for this task, they (typically) have no weaknesses in image quality, easy to use, advanced conversion options, batch mode support, ... Some of them support RAW formats (a must for professional photographers) and maybe upload to various web photo album services (for example picasa WEB Albums). An example of an image converter supporting everything noted above is AZImage (see reference).
I have MGI Photo Program on dicks, I had it on Windows XP. I Tried to install on my laptop, It has Windows Vista. Why won't it install on Vista
Yes. Windows Vista has the windows photo gallery in their basic program. It is a very easy system to use and very organized. You will never miss place a photo on your computer again.
Windows XP offers photo editing software and so does Vista.
Windows seven comes with its own photo management program. It's called Windows Photo Viewer. It's pretty basic, but does everything you need it to do, including slide shows.
i don't think windows comes with photo booth, unless you have a webcam
That is not possible. PhotoBooth is only available for Mac OS X.
A person can make a picture 840x840 by resizing the photo in a program like Paint or Photshop. This will make the photograph in question a perfect square.
