The city sits in a valley surrounded by mountains. Smog from manufacturing and chemical plants as well as vehicle exhaust fumes get trapped by the surrounding mountains due to lack of any powerful-enough winds. This makes up the layer of gloom that sits over the valley due to a "cook-pot effect".

This smog can cause burning in the eyes and throat of visitors not used to it within a few days, especially in those with sensitivities to pollutants.

In both cases geographic and atmospheric conditions play a greater role than any other consideration. In the case of Mexico City, it is surrounded by mountains, preventing incoming winds and providing for a cook-pot effect, trapping pollution. In the case of Santiago, it is a large urban strip located between the southern Pacific and the Andes mountain range. Southern winds keep blowing eastward, colliding with the Andes who act like a tall wall, also trapping pollution.
