Very few places will take a reservation from a 15 year old for a party. The parents could make the arrangements, pay for it, and allow the party to happen without being there.

The legal rights of a fifteen year old towards his or her parents differ from state to state, country to country. In some places they have the right to "divorce" (as it is called in the United States) their parents. In other places they do not have many rights until they reach an older age.

I believe in Ireland is one of the few places.
Usually 18... some places 17... in Georgia 16 if you are pregnant. 16 in some places if you have written consent from both parents, legal guardian, or the family court. In some places like Alaska you need to be 16 and have consent of both parents who must be present. The only way to get around that (in places without present parents) would to have (not recommended) forged written consent. "Told ya it would not be recommended!"
