London is a geographical entity rather than a political one. There is a Lord Mayor who is for the City of London, (the financial district) he is mainly ceremonial and is elected for a year by his peers. There is the Mayor of London, which is a political office with power over such things as transport and the fire service. He is elected by universal franchise i.e. all registered voters in the London boroughs. The London Boroughs each have their own councils responsible for garbage collection etc. Also elected by the peoplein that particualr borough. http://www.gwydir.demon.co.uk/uklocalgov/locallnd.htm The National Parliament also has members who are responsible for various areas of London, usually covering two or three boroughs.
