In regards to making the bill, Congress gained the power to make laws, create agencies and programs, and appropriate funds to carry out laws and programs. The Congress also gained the power to override veto with two-thirds vote and may remove President through impreachment. Implied powers are congress exercised powers which are not given explicitly by the constitution. While express powers are the powers which is given by the constitution.
