No President broke the two-term limit.

Until after F Roosevelt left office, there was no two-term limit. Roosevelt was elected to 4 terms, but there was nothing wrong with that at the time. George Washington, our first President, did not run for a third term, stating that no man should have that honor for more than two terms. Thus, it became an "unwritten rule" that no one should serve more than two terms as President. And this unwritten rule was followed by every President until Roosevelt, who did not consider himself bound by it. After Roosevelt won his third term, Congress began the process of amending the Constitution to make this unwritten rule official. But they could not apply it retro-actively, so it didn't affect Roosevelt at all.

George Washington, our first President. Nobody tried for a third term until Franklin Roosevelt did it in 1940. Roosevelt was elected to a fourth term in 1944, but died the following year.

The 22nd Amendment to the Constitution of the United States prohibited anyone from being elected to the Presidency for a third time.

F. D. Roosevelt was the first to succeed at a run for a third term, but before him Ulysses S. Grant, who had completed two terms in 1877, campaigned for the 1880 Republican Presidential Nomination but lost to James A. Garfield, and Theodore Roosevelt, who had chosen to respect the two-term precedent in 1908, had a falling out with his old friend William Howard Taft and decided to run against him in 1912. A perfect example of the spoiler effect, his action split the Republican vote, giving the election to Democrat Woodrow Wilson.

Franklin Roosevelt is the main reason that term limits were set on the Presidency. He was the only President who ignored the unwritten rule set by George Washington and ran for a third term After he was elected, he decided to go for a fourth term. Had he not died during his fourth term, who knows how many terms he might have sought?
