The spoils system had existed as long as the government, but Andrew Jackson took the greatest advantage of it and is thought of as its creator. Before Jackson, all of the presidents lived a few miles from the east coast, were from old established English-American families that were active in the revolution. As such they appointed people like themselves to government positions. Jackson was the son of Irish immigrants who came to the US without money and he lived on the frontier in Western Tennessee. He was elected by the frontier farmers and others who were tired of the founding father's government. So, when he was elected, he cleaned house. He removed all the rich eastern people in government and appointed his own supporters . He defended these re-appointments as the spoils of victory.
James Garfield was the president who worked to limit the spoils system and was later assassinated.

A spoils system is when a president replaces people on government, and hire people that will agree with your political stands. AKA your friends, and so forth.
The spoils system flourished under President Andrew Jackson, who allowed the US government to become a collaboration among political cronies. Under the spoils system, minority parties are often ignored and kept powerless.
