The Confederacy planed to retake Norfolk Virginia in March of 1864 and also regain control of the James River. By the time they mustered the troops and warships that they required, Union General Butler had landed on the Virginian coast with 32,000 troops and a large naval contingency. Although Butler was soon bottled up by Confederate General Beauregard, Butler presence prevented the Confederates from retaking Norfolk.

Norfolk, Virginia had been a lucky break for the Confederates. When the Union navy evacuated the port they had left valuable supplies, cannon and ammunition. They also left the sunken USS Merrimac in the harbor. This enabled the South to rebuild the sunken hull and covert it into an ironclad. On June 2, 1862, McClellan's forces began to advance westward on the peninsula. This made Norfolk impossible to hold. The Rebels had to retreat, and Norfolk was the docking port for the CSS Virginia. With no place to sail, she was destroyed in the harbor
Luckily for the South the iron plates needed to fit the new CSS Virginia into an ironclad were fairly close to the Norfolk navy base. The plates were manufactured by the Tredegar Iron works in Richmond, Virginia.
