Varies by colony, but it was typically oppressive ruling over and suppression of the local populace. E.g., African colonies, the Boers in South Africa, the Irish Catholics in Ireland, etc. In some cases, they used a "divide and conquer" strategy to pit two indigenous groups against each other so that the power base of each one was weakened to assure British dominance of the region. Cyprus is the classic example of this.
