Sadly, in many countries, Myanmar (Burma) among them, religious prejudice and fear of "the other" are at the root of any conflict. In this case, the majority of Myanmar is Buddhist, and while Buddhists are not generally known for violence, whenever there are problems in a society, the ruling party or the country's leader will stir up the majority to blame the minority for everything. This appears to be the case in Myanmar, where the populace have been told that the Muslim minority are a danger. There have been stories that Muslim men rape Buddhist women, stories that Muslims are trying to take over the country and destroy the majority culture, and stories that members of the Muslim minority (a group called the Rohingya) are in the country illegally. Myanmar is currently a very economically and politically insecure country, having been ruled for years by a rather brutal military government. Blaming the minority (in this case, Muslims, but we see this same phenomenon in many countries, and with many religious or ethnic groups) buys the government some time and distracts the populace. It's a cynical tactic, but it often works in the short run.
One major problem is healthcare.
The Declaration of Independence was exactly as it sounds, and the Constitution was crafted, in large part, around trying to solve the problems of government that the Declaration complained of.

There is a constant struggle between drug enforcement agencies seeking to keep drugs out of the country, and drug smugglers trying to bring drugs in. So, it isn't really that the government allows drugs into the country so much as the government is unsuccessful in keeping them out. It is not possible for the government to watch everybody all the time.
Canada created its own problems with emissions, the same as the USA, we are now trying to solve this, with new legislation being passed with our new liberal government.

Yes it can, if government stopped trying to prevent it from helping...and stopped trying to regulate it to make more money off it than the company itself
Like any minority in any country they often see their values underrepresented by the local culture and government. As an example Buddhist trying to live by the Eughfold Path and trying to train their children in its virtues would see the promotion of luxury items, over eating, desire for life, idolization of sexual proclivity, and war as being against their values. In addition in school systems the local culture (white anglosaxon based) and religion (mostly Christian) is over represented. In schools where other cultures or religions are presented for study the instructors are often poorly informed on the topic.
There cannot be each and every person making laws and trying to implement them, that would bring confusion, so through election the people of a country choose government to run the country on their behalf, to make and implement laws.
