Flooding, on the primary level, can lead to structural damage, such as the collapse of buildings, damage to roads as well as the damage of cars. People and animals will drown in the torrential waters. Entire fields and farmlands can be flooded in the floodwaters and all crops will die off.

On the secondary level, flooding can cause contamination of drinking water. This contamination is mostly caused by the decay and bacterial spread of the dead people and animals. Other than the lack of drinking water, contamination of water can also result in the spread of water-borne diseases. Following the flooding of farmlands, food becomes scarce and people might encounter a shortage of food. This will result in the inflation of crop prices and the economy might suffer. People might suffer from psychological problems as well, and these are usually the hardest to cure.

On the tertiary level, the economy might suffer in the long run due to high rebuilding and relocating costs, a decline in tourism, and as previously-mentioned, the inflation of crop prices and the decrease in crop harvests.
