The main problem faced by the first four Presidents was a constant dispute with either England or France or both. England still had hopes of getting the colonies back and never abandoned their forts in the NW US. France and England were at war with each other much of the time and both interfered with US trade. Various measure of embargoes and trade restrictions were tried to no avail. Eventually, peace was made with France and the War of 1812 broke out with England.
