The bombs were not actually built at Oak Ridge. Oak Ridge produced the uranium for the first bomb in 1943-45. The bombs were assembled at Los Alamos, New Mexico. There was another facility at Hanford, Washington also producing fisslie material for the second bomb. Oak Ridge did not exist in 1941, it was empty farmland. Within two years there was a secret city of over thirty thousand inhabitants engaged in working on the project, though few understood what they were working on.
