You can prevent too much current from flowing through a wire by using a fuse or a circuit breaker in the electrical circuit. These devices are designed to interrupt the flow of current when it exceeds a safe level, protecting the wire from overheating and potentially causing a fire.

As long as an electrical power source is connected to itself with electrical conductors of some kind, then a current will flow through it. How much current will depend on the components used in the circuit.
The question is much too vague. Electronic devices can be designed to allow for direct or alternating current.
